Adobe Acrobat Reader software has to be installed on your computer before you can open a PDF file. The software is free and instructions on downloading and installing Adobe Acrobat Reader can be found at https://get.adobe.com/reader/
For mobile devices mobile devices just clicking on the URL/link will open it on your device.
