"A sower went out to sow."
In the parable of the sower Our Lord explains that seed falling on the path, on rocky ground, or among thorns does not and cannot produce "a hundred or sixty or thirtyfold."
The seeds of discipleship can only be sown in hearts fertile and open to the Holy Spirit. Tilling that soil happens in parishes that are full of Catholics living lives of discipleship.
