I believe it's more for pastors/elders do to what it talks about, but it's also for the Christian who attends church. Because the first few steps to Church Discipline is one on one with the person who has sinned, then one on one with two witnesses. So it's important that every Christian knows how to do those first few steps and then also how to bring it before the church. So I would recommend it to every Christian who needs help in this area and for pastors/elders for want to know how to do Church Discipline in a Biblical way.
