Twelve-year-old Emma O'Conner goes to live with her aunt in the small town of Doverville where a controversy is brewing for dog lovers. The mayor (and town dogcatcher) decides to outlaw dogs in the entire town, and Emma finds herself in the middle of the "dog-fight" to strike down the law!
